Even if you don't like work you will probably end up spending a minimum of a third of your life in your office. This means that you spend a lot of time in your office and so it should look at least half decent! Offices should match the personality of the person. It's actually fairly easy to do this by yourself so you don't require and professional assistance. If however you do need professional help then there are some great ones to choose from.
Rules
Before you start deciding what to do with your office you should spend some time thinking about the rules. If you work for yourself then these will be something that you can make up by yourself, but if you work for someone else then you will need to consult with your employer.
Some employers may be unwilling to let you do certain things like painting the walls, they may only let you place a photo or two on your desk. Some employers will however let you hang paintings, move furniture and paint the walls. You need to understand the rules as breaking them could damage your working relationship, it's not worthwhile breaking the rules for such a small thing.

After you've thought about the rules you are then free to create a layout for your office design. You need to spend quite a long time deciding on the layout as this can change the look and feel of the office, and also make the space more or less productive.
Careful consideration should be taken when deciding where to put the computer screen, as glare could be an issue. You might also want to consider putting the desk up against a wall to hide cables. When locating any electrical appliances make sure that the cables will not be trailing across the floor so that tripping hazards can be minimized.
